There’s fodder apparel/familiars too. Basically means they’re gonna be dumped in baldwin’s brew, they’re the cheapest apparel and familiars on the auction house.

this is a complex topic, because people here tend to -- understandably -- have complex feelings surrounding the exaltation mechanic. however, in common usage it most likely means "a dragon that might / is destined to be exalted"

edit: you may see folks refer to "fodder familiars" or the like as well, when what they mean is simply something they do not want, although I find that usage somewhat distasteful myself

oooo okay thanks :) i saw a pretty dragon and was gonna buy it and someone already got it. but they put in a 'fodder' folder. so i got confused lol now i weep for the dragon lol

Usually if someone puts a dragon in the fodder tab, then they'd be willing to sell it since it's not worth much to them. I've bought a few dragons from people's fodder tabs by messaging their owners and asking if I could buy them.
