I don't think this was a bug, if I remember correctly, the stones' tooltip specifically said that rally/haste/concentration would heal according to the INT stats of the casting dragon. I came to use this quite a lot with my mages. I don't like that an entire class of dragons (mages) is now crippled by taking away (unannounced and silently) a buff.
That was not a nice surprise to encounter meeting the first enemy with my mage-team and that being a boss.

Supporting making mages / healers more viable.
I want a healer clan for lore reasons, but it's sad having many dragons that are virtually useless just because they have mage stats.

@Khisa Unfortunately the tooltips do not currently say that there's a healing effect.

That being said, yeah, I really miss the tiny buff I got from Rally. I almost never had to use Rally in the mire, but after dealing with the bosses there? Being able to regenerate a little hp on my trainers was very welcome.
I have a pretty tight fighting "plan" so I really can't start chucking potions into the game, since they throw off my count and it's not worth using a potion, only to catch a scratch that'll completely undo the effects of the potion. (because my dragons are stumps and have no idea that they can do the dodge thing too... ever)
