All venues with arcane enemies drops chests and shards. Higher venues drop event stuff more often, because the enemies are stronger. They drop only 6 of 14 skins.
There is a list, which venue is the best for each festival. Its located in the Guide forum :) just cant remember the name pf the topic, because I saved them myself.
