I'm looking for a list of apparel and skins that I can use for a "technocrat" themed dragon. I'd prefer if skins are as cheap as possible and for Moderns only. I'm not too interesting in steampunk style things for this dragon.

@JadeJester22 apparel-wise, looking through Eclipse's Apparel Catalog will be your best bet.
skins are much harder since there's always more being made and no easy tag system to search for them (not to mention different people have different interpretations of what falls into which theme). fest-wise, Lightning skins will be more tech-inclined than other flights and cheaper than UMAs; you can search "Thundercrack" in the Description box on the Game Database to pull up all Lightning fest skins.
for UMAs, i would recommend setting a budget and simply scouring the AH for skins within that price range. a lot of UMAs are retired or otherwise unavailable if you're just looking through the Database, so searching the AH will at least ensure that the items are buyable at that time.
