Scroll down to the Charts! section for stats/stones per level.
If you already have L25 dragons then go to any venue from the Boreal Woods on up, don't add any stats to your Obelisk and train them there. It's significantly faster than going through the venues with a team.
Once you get to L25 take a look at Maki's Build Guide for optimized builds for a variety of situations. Bear in mind that any non-grind build will benefit from the appropriate elemental dragon.
