In general, to make an image link to something, use this code:

Example with item image linking to dragon:

So yeah, modifying the dragon's generated BBCode would work too.

I can’t tell what exactly you’re asking, so I’ll try and answer everything.
Embedding a link in an image: you can post an image on FR and have it link to a page. In this scenario, you’d have to insert the image of an item the same way that your insert any other image: right click the image, copy image address, then click the picture of the tree and paste the link. Then select that entire image address, click the chain picture, and paste the link to the page. This doesn’t work for the site-generated BBCode for dragons. You have to actually link to the dragon’s page on your lair.
Giving a dragon items: each dragon has a bio. This can be edited in the same way that a forum post is. If you want to insert items into that dragons bio, then use the standard BBcode [item=itemname] and voila.

@Toastsong if you're trying to make an item icon link to an exalted dragon, it still works just fine. just swap out the ID of an existing dragon with the ID of the exalted one. example:
