Art stores in FR can sell all sorts of art, OCs, dragons, non-FR dragons, people, anime people, gijinkas or something, all that stuff. There is no problem with that (as long as it follows guidelines, like no nudity or NSFW stuff).
However the payment must be related to FR (you can't give art for a irl service on FR).
So basically... yes.

@FelGoldwyn both FR-related art and non-FR art can be sold for FR currency and/or real-world currency. however, this mostly refers to digital art. if your sister is wanting to sell non-FR tangible art, that's fine, but there's a limit to the number tangible works with the FR IP that can be sold for real-world currency.
