Being part of the pillar itself doesn't mean you're on top of it, especially when the encyclopedia actually says the Arcanist "slumbered" on it, which is closer to what the original question was asking. A better question might be, "Which deity formed the uppermost pillar fragment." Anyway, the wording is poor obviously. The FR team really should proofread a trivia game at the least...
