Hmm, I'd have to go with Sinnoh! It has the largest ice-type variety, albeit no region has all that many early ice types, and Sinnoh is no exception to this. Than overall you're still getting the largest pool of ice types, and most of the games have like 1-2 of them you can get main game, often in the same area (such as Johto.) So yeah Sinnoh would have to be my pick. :)
