This remembered me of the chinese [url=https://en.wikipedia.org/wiki/Terracotta_Army]terracotta army[/url]! So this might be a gravesite and earthshaker was visiting some dead folks? Probably his first dragons (the ancient breed). The other deities might have put some statues from their flight on the gravesite as well?
Just some thoughts ^^
