I'd exalt my progens since I can get them back at anytime, and I would keep Styx, Fusae, and anyone with eliminate, which brings me to 20.

Supposing that it's only lore dragons, aka excluding the fandragons

I would def keep my progens and my coli team, so thats 5 dergs
then the first dragons I got as a newb (which include my fav from my whole lair, to scratch that off the list), they're 5, excluding 2 that I already accounted bc they're in my coli team
and I'm already at 10
Others are for sure 2 of my permababies, my wind rep and my soothing derg, 4
and I'm at 14
From there on I'm stumped, bc I can't choose for the life of me
But I can say, for sure I would keep Kanet (I gave him a coatl scroll after unexalting him), Darcorn and Chessonzu (Boyfriends and first kids of two of my first pairs)
so I'd be at 17
The last 3 would prob be Axelle, Nikkobocha and Setham

Then I'd cry bc I love all my other dergs too and I can't let them go
So I can say for sure that I'd never go down at 1 page of permas, but at least I'm imposing on myself to keep it down to 2
Rn I have 39 permas, not counting my dragonsona (which is in the works) and my...9..fandragons... soon to be 10
