Dragons aren't humans and don't sort themselves into races on the basis of skin color. It would be better to compare them to animals. Naturally dreadlocked dogs come in many colors:

Here's a black puli.

Here's a white Komondor.

Here's a brownish-black Bergamasco (might actually be merle; they come in merle).

Here is a Suri alpaca.

Here is a Poitou donkey.

There are other animals (like some goats and sheep) that can have dreads, but you get the idea. Dreads are natural to some animals and there's no reason dragons couldn't have them.

All I can think of now is dragon baristas. Because, no matter what gender, race, or hair length they are, every person I've ever met with that hairstyle have been baristas. It's rather bizarre how that seems to be the common thread.
