Saw the game on a different forum, thought it would be here already!
Basically, User 1 posts a condition for a dragon in the next user's lair. User 2 sees the condition, and if a dragon in their lair meets it, they share them. If not, they say "Go fish!" and post a different condition for the next user.
I.e.:
