Your Mercer just has an accent? I thought it was a skin with how good she looked, holy plaguemather.
For mine, I will say that most of mine have lore backgrounds to some extent. *Apparel can lead to lore, and **lore can lead to apparel. I hope they help even if you don't do lore.
*Veil's outfit made her my clan's primary alchemist.
**Briar was my previous clan's General. She's now serving in an advisory position. While she isn't in the field nearly as much she once was, she's still very capable of handling herself in a fight. I'd like to think that her apparel struck a balance between the two.
For inspiration and something different - I ban myself from pieces I commonly use, and look for something new that I can build an outfit around. Also, when in doubt, accents. (They can be pricey though).
These two aren't my own designs, which is actually the point - if you're really stuck, fine a way to get other people to do it for you:

-Aerris has a couple key pieces of apparel, the contrast rogue, coupled with more jewelry than one might initially guess. She's simple, it helps enhance her natural looks, and it reflects her lore - a black market...business dragon.
-Seraph is a registered Withermage. Subspecies usually help with lore, and many of them also have suggested apparel and other items. This one doesn't, but it's a good general example. In Seraph's case, I had actually planned this general outfit out and only had to do minor adjustments once I found a dragon for it. Still, due to the Shade's influence, she keeps most of her body covered to help contain the Shade and avoid unnerving other dragons. The robe is enchanted as a heavy barrier to slow the Shade's progression in leaching her life away, and again - to keep it from reaching out to anyone else. The hood and mask hide the damage done.
-Arvia is a great example of 'find a really good piece of apparel and work around it.' Keep in mind that she also has an accent on. I added in the dressed scry for comparison.
-You can also find a skin, skincent, or accent that you like - then you just need to find a dragon for it. I'd like to think Aerope looks pretty good.
-Accents and apparel layering can really help with 'making' new things, new colors, etc. All of her silks and cobwebs are layered to create her icy look.
