Felt like answering a question today, and according to the thread rules, old questions are fair game. So, I'm giving this one a shot:

In the opinion of Hoarfrost, only dragons who are ashamed of their appearance make an effort to hide their bodies. In short, she dislikes the idea of dresses, or of any heavy or concealing clothing whatsoever. As the self-proclaimed "most beautiful" dragon of the Unrepentant Clan, it stands to reason that her opinion on such matters should be respected.
Many other dragons agree that dresses seem like a thoroughly pointless indulgence, though for a variety of reasons.
Silverslash can't fathom the purpose of non-protective or restrictive garments. Quake wears only what he must to camouflage himself during hunts. The ex-mercenary Snappers feel that armor itself a decorative statement. Nightshade is vain and obsessed with beauty, but even he has no desire for smothering garments that would hide the perfection of his scales. And Typhoon, for all her elegance, refuses to wear anything substantial enough to impede her flight.
Dresses are not readily available within the Clan of Second Chances, merely because there is no call for them. They aren't even highly valued as part of a treasure hoard, and when acquired are often sold at the earliest possible opportunity - after all, coins and gems are far more useful.
In the Unrepentant Clan, a "naked" dragon isn't viewed any differently than one wearing complex apparel. In fact, nearly every member of the clan goes without clothing once in a while, merely for the sake of simplicity and freedom. A dragon may choose to be "naked" at any time, but such behavior typically occurs en masse during the lazy days of early autumn.
Days when Gore wears merely her spectacles, Venom forgoes his hat and scarf, and even Chaos extricates herself from her tangle of rainbow ribbons. It is on those days when some accents are revealed to in fact not be apparel at all - Thundercloud's wooly coat, tail, and antennae are in fact a natural part of her body. The same is true for Landslide's crimson feathers, and of the feathers of most Tundra dragons in general.
Dune never removes his blood-soaked bandages, and Wither never removes the covering over her rotted eyes, but these are matters of personal health rather than matters of style.
The Clan of Second Chances accepts the natural attributes that a dragon possesses. They have nothing to hide from one-another. There is no judgement passed on the crimes that they have committed, so why should judgment be passed on their bodies or their clothing?
Their views may be considered controversial or even uncivilized to outsiders... but pointing that out is a sure way to end up injured, tortured, cursed, or killed.
