The willful princess Nightwing does what she wants. She doesn't listen to anyone except her adopted mother Calla and her older brother Aoi. Her friends agree she has trouble expressing herself and that she can be stubborn. She also might start a war to get another princess's attention. It'll all work itself out in the end.
Her blood mother left her a kingdom, but to be honest Nightwing doesn't know what to do with it. Someone else has to be pulling the strings or she's going to lead her home to ruin.
Or maybe she's one of the reasons her race is in decline.

He controls lightning and storms and knows how electricity works. Lat has studied lightning magic from lightning dragons for decades. He's also always been fascinated by the surface and the creatures that inhabit it. So much so that he's found a spell that lets him breathe air for short bursts of time. A hopeful inventor, he imagines a bright future and is always trying to figure out how to make it happen. He doesn't understand the concept of clothes.

Attention Azura
Azura is a needy creature and hates being left alone. She got separated from her group and hated it, so she's been searching for a new family for ages. She's pouting because no one is paying attention to her, or even worse they're paying attention to someone else over her.

Nightwing met with her two new companions shortly after her mother disappeared, leaving her the kingdom. Azura wasted no time getting on Nightwing's good side and flattering her so she could get attention. She spends most of her time now following her favorite dragon around or napping on her back. She's not the only one who sought protection from a giant. Lightning mage Kidlat was attracted to the palace upon hearing the princess was alone and had thrown out all the advisors her mother had left for her. A rebel child, Nightwing interviewed other dragons to replace her advisors and had each and every one of them thrown out the window until at last she was approached by a merman who didn't need to breathe water all the time. Fascinated, she stopped to listen to his compelling siren song. Long story short, he was hired on the spot.
And that's how a little merman came to run a dragon kingdom.

The truth? Lat doesn't know what he signed up for but if it means he has connections and funding for his inventions and research, he's happy. It's sustainable. He can keep pretending to let Nightwing think he's being a good advisor. He can totally juggle his own desires as well as her changing emotions, and Azura, while technically classified as an advisor, is sometimes just as much of a handful as the princess. Lat needed a buffer, so he was delighted when the group met Duke, an actual royal.

Duke
Duke was part of a prominent royal family in his home, when one day his family was overthrown. He was forced to flee his city. In looking for a new place to call home, he was transfixed by the sight of a huge dragon princess with a serthis over her shoulders and a maren wrapped in a wet towel in her arms. Curious at best and suspicious at worst, Duke followed them at a distance. They seemed to be communicating like friends and the dragon was helping her fellows when they were too small to reach things and keeping them from getting stepped on by other dragons. Duke saw a safe place for his next home and went right up to the princess and proposed an alliance. Nightwing leaned down to sniff him and sneezed when a feather got up her nose. Lat was agreeable to letting the newcomer join the council and the princess set Duke on her back beside Azura.

Duke normally keeps quiet and simply observes his surroundings, unless he disagrees with something, in which case he will be very vocal in discussing his opinion. He disagrees with most of Lat's policies almost like he enjoys the tension. Nightwing might have the last word, but she's enchanted by Lat's siren song so she leans in his direction for most things. Duke finds that infuriating because for some reason he doesn't find the song compelling.

Just as Lat hoped, Duke was the perfect buffer. He pretended to argue with him so that Nightwing could see both sides of an issue before making a final decision. Lat didn't always agree with what he said, but he wanted to keep balance and refrained from abusing his power to make Nightwing just believe anything he said. It got under Duke's feathers to always be undermined by this electric fish man, but it was a small price to pay for the bigger picture. As for Azura, she agreed with anything Nightwing thought and reinforced her thinking if it meant the princess would pay more attention to her. Whether or not she believed what she said was up for debate, a debate neither Lat nor Duke had the energy for at the end of the day.
