Seeing as how Mizuho's eyes declared her a Wind Dragon, even though her powers said she belonged to Water, when she got older, Higure (Who claimed primary guardianship over the young dragon) allowed her to go out into the Windswept Plateau to learn more about the place from which she likely originated; and along the way take a trip trough the Sea of a Thousand Currents to learn more about her powers. A spiritual journey of sorts meant to her to find herself and learn more about her possible origins.

Due to the nature of the Nocturnes to stay in hiding most of the time, only allowing themselves to be seen by each other and leaving them to mostly be myth to the rest of the world, a Nocturne unaccompanied by another species of dragon is prone to attract others of their kind. Naturally, this led to Mizuho encountering another Nocturne during her time exploring the Windswept Plateau. This Nocturne was a carefree young male by the name of Kazuto.

The two dragons instantly hit it off, becoming friends and learned they'd both been born during the same Winter Solstice putting them at the same age. They spent most of Mizuho's time in the land of Wind together and eventually when it came time for her to return home to her clan in the Tangled Wood, Kazuto agreed to go with her at her request, not having any true ties to keep him in the Windswept Plateau but plenty of reason to stay with Mizuho. As I'm sure one can guess, Shoushi wasn't very pleased in her bringing home another dragon that would only be another mouth to feed; though Higure and Akatsuki welcomed the new addition, Higure adding a threat or two with her greeting to ensure Kazuto wouldn't do anything to harm her adoptive child for whom she cared.
