For a land as big as the Sea of a Thousand Currents, you need a good couple protectors, one of which is Pallas, though if he's officially one is anyone's guess.

Still, he seems to be enthusiastic to do so, perhaps even a bit over-zealously so. Strict to rules and procedures, he makes sure anyone he sees breaking rules is quickly corrected and doesn't happen again. This has gotten him into some trouble himself, brushing up against the wrong people can end badly, but nothing will stop him from making sure the dragons around him are okay.
