Tobirama is the younger brother of Hashirama. He founded the first Shinobi village with Hashirama and Madara and became the Second Hokage.
He was born in the age of war and learned to fight from a young age. Two of his younger brothers died in the war as children, resulting in Tobirama's often cold appearance. He tried not to get blinded by emotion and often had to stop his boisterous sibling.
He mortally wounded Izuna, Madara's brother, in battle.
Even after the foundation of Konoha, Tobirama never trusted the Uchiha-Clan, always seeing them as a threat for peace. But he tried to achieve political stability during his time of Hokage as well as acting as Hashirama's advisor before.

Tobirama tried to live with Hashirama's advise, not to mistreat the Uchiha. His effort to make them use their talent for something beneficial by founding the Konoha Military Police Force for them to run, was seen by many as a way to marginalise the clan, however. The conflicts in Konoha were only overshadowed by the First Shinobi World War.
Tobirama, while on a mission with his team, sacrificed himself by acting as decoy to give his team the opportunity to retreat.
Tobirama was renowned as not only one of the most powerful shinobi, but also as creator of various Ninjutsus.
