Webcap is the wildcard, voting on Forum Council matters like a hatchling playing at a game of chance for the first time. From what I’ve gathered, he always vocally agrees with whatever will make him fewer enemies, but when it comes down to voting, pledging funds, or even presiding over trials, it’s anyone’s guess as to what might happen.

Once, he pledged an absurd amount of gems to Arestor to fund his nutcase agenda, but when it came down to vote for expanding Council power, Webcap immediately voted it down and withdrew funding just a day before the contract would take effect. Apparently, this is fairly commonplace for Webcap, and causes quite a bit of anxiety for the other Council members, who know he might swing a vote in any direction. Maybe being named after a mushroom will do that to you.
