In the case of Gamut, it IS both. The right head, Dexter, causes good luck and touching her tail can result in a favorable circumstance. The left head, Sinister, causes bad luck and touching her tail can result in an unfavorable circumstance. At least, that's what they say.
Gamut herself thinks it's more a matter of perception. If other dragons think that because she approached them Sinister-side first that they are cursed to have bad luck for the rest of the day, then they're going to be nervous and expect to fail, and it becomes a self-fulfilling prophecy. She tends to approach Sinister-side first because she'd rather that they blame bad happenings on her than expect a good happening that does not occur. (She also meticulously avoids Quartzite.)
