Neptune is born outside of the Wyrmwound, to traveling parents trying to establish themselves as diplomats. As he accompanies them from lair to lair, trying to learn the song and dance of diplomacy, he learns quickly and thoroughly that modern dragons will never view him as more than an oddity, interesting only for as long as he keeps his mouth shut. Resentment festers within him, but he knows as well that he has no leverage to go against them.

Seeking to change this, he politely excuses himself from his parents' company and sets out to find a group of aberrations like himself. In his eagerness to rally against the jeering nobility, he doesn't realize that to many aberrations, their standing among modern dragons is simply meaningless.
