He's.. not exactly vengeful.
What happened with Apollo was such a long time ago, that he forgot most of the events that occured. But he did remember that in his youth, the thought of the gods covering up their mistake by offering him an empty title in their council.. it angered him. All gods were the same, always scheming and dragging mortals into their mess.. they deserved some repentance for what they did all the time. It wasn't fair they didn't get repercussions from their endless selfishness. Hyacinthus rejected the offer out of anger and spite, and was sent into Tartarus as punishment. He was able to bargain his way out, and became known as a feared ghost king.
