It was a throwaway project. A few desperate Organization scientists mucking around with leftover DNA from a previous experiment. No one expected it to work, and yet... They ended up with a viable embryo.

It survived to infancy with minimal complications, considering the fate of so many others. The scientists were ecstatic, at first. Their excitement faded as over time the testing grew more rigorous, and the results grew more disappointing.

The child was alive, but it was riddled with seizures and other challenges. The only result of any note was a one time reading of extremely low magical potential, but this was eventually dismissed as a technical problem. Overall, the child was written off as a failure, expected to die in a few years or less.

Just in case something changed they kept it under observation, and somehow it-- he-- hung on. After a decade of being kept alive and ignored in a rarely visited wing of the compound, the scientists began to get readings of interest.

At first they thought the readouts were glitches, symptoms of long neglected recording equipment, until one of them caught sight of the phenomenon in person.

Teleportation.

Short range physical translocation, apparently unwilling, had started to occur whenever the child's brain seized.

A few more years of intensive testing proved that it was in no way related to the timelord abilities of rifts, portals, or time travel. A disappointment again, it remained very simple, very short range, and ultimately uncontrollable. Yet, it did open the door to other possibilities...

The child was moved to another wing, and proper training began.
