Being the diplomat of agriculture in a city like Arcana Central, a city in the sky with no fields of crops even appearing before the skyline, comes with both power and responsibilities. Well that's a slight exaggeration as both also come in such little amounts it'd be generous for any dragon to call it so. And while Fleur still gets to attend the diplomats' meeting and vote in their decisions and tune out mostly everything, it's clear she's only here to fill the 5th seat. Fleur is content with that however, it isn't as if it comes with any downsides; she still comes home with a lofty paycheck and she still gets to bring flowers to eat during meetings, so it's a win for her.

When Fleur isn't paying attention in a meeting, Daime will make sure to write the most important parts on a piece of parchment, stuffing it in a rose both to catch Fleur's interest and to be discreet. Fleur usually reimburses him with her own garden grown flowers.

As they are placed next to each other during meetings, Celeste keeps trying to make conversation with her, yipping about whatever new magic she's learned. Fleur usually wants to plug her ears with her claws but even she knows that would be too rude.
