Permababy plans after she has 100 toy hatchlings

Eilwen wasn't hatched from a clutch of eggs like normal Dragons; having once instead been a freshly crafted plushie that the golden Light-born dragoness Catalina had crafted for a recently-planned clutch between a mated pair within her lair in the Wandering Contagion. Only when the puppet Dragon Pebble messed with the three Guardian-esque plushies that had been left alone on a table after he managed to sneak into the female Pearlcatcher's dwelling while she was away did the plushies gain the gift of life.
Having successfully (though roughly) created two previous living dolls from previously normal Tundra Dragon plushies that belonged to one of the local hatchlings after numerous failures, the Puppet Master (as he was known locally) knew what he was doing and immediately set to work. He smeared a concoction (dried Dusty Marigold, Blacktongue Pepper seeds, dried Redblood Snapper petals, two White Lace Honeybees, one whole Fragrant Orchid flower, a splash of fresh Sugarmelon juice, honeycomb, powdered Strangler Seeds, a powdered Serrated Beak, a small vial of dragon blood, a vial of Wyrmwound Liquid, the blood from one Lovebird, a pinch of Star Moss, and a talon-full of dried whole Red-Winged Dewbugs that had been mixed together and left to cure in the Starwood Strand for a month in the empty shell of a Flatback Sea Turtle) onto the bodies of the toys, moved them onto the ground, smiled kindly to himself, then left while making sure to cover his tracks carefully.
When Catalina returned to her dwelling early the next morning, she was enthusiastically greeted by three Guardian hatchlings who reeked of rotting meat that had been marinating in honey overnight. Almost in an entranced daze, the female Pearlcatcher began to wash off the strange hatchings, one by one while muttering a different name to herself as she tended to each hatchling that had seemingly been crafted from a variety of different fabrics... what she failed to realize in her hypnotized state was that the hatchlings had looked exactly like the little Guardian plushies that she had crafted earlier that week.
As the toy hatchlings aged like normal Dragons, Catalina never once seemed to come out of her hypnotized state as she cared for them. She still ate, drank, slept, and used the bathroom; as those were basic survival actions- however- she had stopped leaving her dwelling and communicating with her friends and family in the act of caring for these mysterious hatchlings almost non-stop. Only when all of the hatchlings were old enough to do so and left their lair of origin by choice was Catalina released from her strange trance with no memory of her time spent caring for the three toy hatchlings.
The third-crafted toy hatchling- now two months old- was actually the first to leave her "host" and venture out into the world beyond the infested, rotting lands of the Plaguebringer. Soon the toy Dragoness found herself at Norwal's entrance. Intrigued by the town's atmosphere and culture, Eilwen decided to stay and see what trouble she could get in to.
