A large, imposing industrial laboratory the size of a small city. From an outside view, one can see the faint silhouette and lights of desolate and expansive grey buildings, obscured by thick fog. If not for the constant noise emitted by the facility, one would assume it to be abandoned. In the heart of the tempest spire however, where the stormclouds are most violent, it is hard to tell whether the rumbling comes from the skies or the building ahead.
It has multiple underground passages reaching all the way to the edges of the lightning farm. These enormous passageways, once kept secret, are now primarily used as a means of transportation to and from multiple cargo stations. Staff in the storm towers are sorted under a special "harvester" category. This includes all staff assigned to the towers - maintenance crew, technicians, and various ground crew. The prominent roles within the towers are stormguides, marshalls, and controllers. Stormguides "guide" lightning into collection points, hence the name. Marshalls in turn direct stormguides into those points, and controllers monitor ongoing flights to make sure they go smoothly.
there are also office guys who do paperwork and miscellaneous but ever invaluable staff like your janitors and receptionists, secretaries.. etc..
