Despite holding the title of Deity, Whisper is seldom seen around the Tower.
In truth, he's rarely seen at all, choosing instead to traverse through the wind as a gentle breeze, visiting dragons who chose to depart from the Tower. Growing tired of others being blind to the truth, Whisper flies about as an absentee Deity.

More often than not, he finds himself in the raging winds around the Shifting Expanse and watching over the runaways who found a home among Quentin's Clan, Omnia.

Though he never shows himself, Whisper grants each and every dragon who escaped left the Tower of Stars a lovely dream reminding them to never return.
