-Works as a butler in the home of Joule, CEO of Merakai Industries and one of the richest dragons in the Shifting Expanse. Joule and NC have a lukewarm alliance, where Joule provides them with raw materials in return for small tidbits of information and minor inventions. However, Joule is aware they're keeping the real technology from her and are feeding her breadcrumbs. Currently she doesn't have much leverage over NC- she can't reveal any damaging information about them without also damaging her own reputation- but she's actively trying to get a spy into the organization, or find some information that would allow her to force NC to give her more to work with. For the moment she hasn't posed much of a threat, but the Council has decided it would be best not to underestimate her. PHASE's job is to keep a very close eye on her. He also keeps an eye on her business associates, listens in on conversations at parties, etc

-PHASE is a prototype of a machine constructed by Merakai Industries marketed as a 'robot butler'- they're prohibitively expensive for all but Goldensparc's elite. But then, whoops, we made this thing too smart! They fixed their mistake; mass-produced models are less intelligent and not sentient. Unfortunately for PHASE, the law has not exactly kept up with the relatively recent and rapid development of sentient machines. Unless he were to go through a complicated and lengthy legal process to prove he's a conscious being and gain Lightning citizenship, he is effectively the property of Joule. PHASE doesn't exactly enjoy his work, but stayed partially out of self-doubt and partially because he doesn't really have anywhere else to go.

-PHASE was Joule's butler well before Overload, another Inner Sanctum operative in Joule's network, cautiously approached him with an offer: in exchange for his cooperation in reporting on Joule's activity for five years or until the situation became dangerous, whichever came sooner, he would be allowed NC 'citizenship' and a place in the Flotilla- a chance to make history, to see more of the universe than any dragon could dream of. To Overload's surprise, PHASE didn't need much convincing; he was absolutely delighted by the prospect of betraying Joule. His nervousness was outweighed by the excitement of being a spy. He's enjoying his job a lot more now, and glamorizes what he does for NC a lot, views himself as a really bad-*** secret agent, to the point of deciding his name would be an acronym for Prototype Hybrid Assembly for Surveillance and Espionage. Honestly, cosplaying a suave and confident spy seems to be helping with his anxiety. Good for him.

-Overload is his first and only real friend at the moment. He rarely leaves Joule's skyscraper-mansion and seems content to just do his work 24/7, but Overload gets him to partake in the occasional board game (luck-based ones only, because PHASE wins anything strategy-based almost every time.)
