Medea

Medea is seeking a dragon, any dragon, with a particular magical ability. She ran a lab that experimented on captured dragons, including by breeding them. When the lab was raided by the Sunbeam Paladins, she managed to escape, and they lost track of her for a while. She was later sighted entering the Moonportal, taking her out of the region of the Sunbeam Paladins' jurisdiction.

The authorities have tied her appearance to the lab, but they don't know her name, or that she's connected to Anzo. Anzo funded the operation on the condition that she also try to breed super-soldiers for him.

While she was working, she was getting increasingly frustrated with not getting results. Many magical traits do not pass down. Naomi descendants, in particular, are unpredictable regarding what abilities their offspring have. Many dragons could not be made to cooperate with testing of their powers as she would have liked. She never managed to hatch any primal eyes. She requested more and more lineage dragons from Anzo, who resisted more and more, as he didn't want to stick his neck out too far.

Prisoners:
* Mercury was experimented on and altered there.
* Tillin was bred and raised there.
* Sienna was hatched and raised there.
* Ace was there for a short time before the raid.
* Eglan was bred there and hatched on the day of the raid.
* There were dozens of others. The halfway house was overfull for a long time. Some had homes to return to; many did not.
* She knew about the Helena lineage but did not think it worth pursuing.
