Tarrlok doesn't quite understand what happened to him and his brother, but he knows better than to look a gift horse in the mouth. Here, he is away from the Equalists and all the wrong he committed. There is still unrest here, and while he acts as though he cares for it, none of it is truly his. These gods and these elements are not truly his own.
He wants to change. He still uses the same manipulation tactics, and still has his own interests at heart, but he's learned how to... curb himself. He knows what he was, and hates it. This is a chance to be something different.
Rekindling a relationship with his brother was... unexpected. It was unexpected then, and is strange even now. There is a darkness neither of them directly address, but both seem willing enough to put it in the past. Deep down, Tarrlok wanted to be good, and still loved his brother. If he plays his cards right, he can have that now.
