They come from... nowhere, really. The Tempest Spire, technically. But the Spire has enough streetcars and railcars that it doesn't need a taxi driver, and Goldensparc has enough taxi drivers, so Nephrite took wing and left. They delivered travellers, first, across the sands, then across the sea, then across the steppes, always dropping them off with a smile and a wave.

Now they fly for Lemegeton. How they made their way to the inn, they will not say- it's nothing special, anyway, just a product of their slow, inevitable drift across the continent. They saw Lemegeton and they saw its need and well, who were they to complain?
