A fleshcrafter originally from the Scarred Wasteland, Ion was exiled for his unorthodox ideas about the nature of the gods. Specifically, he believes that the Plaguebringer is nothing more than a cosmic parasite feeding on dragonkind. His belief that Plague dragons should share the "flesh-shaping" magic that they use for healing and body modification with dragons from other flights also brought him into conflict with the powers that be.
He preaches that dragonkind should live free from the gods, as he believes that they're nothing more than very powerful magical beings, not morally superior guardians of Creation. In particular, he sees Plaguebringer (and to a lesser extent, Stormcatcher and Arcanist) as actively harmful to the dragons they're supposed to watch over.
His followers call themselves "Those Who Hunger". This name sounds ridiculously sinister, but it's an allusion to their "hunger for liberation". They're mostly drawn from Plague, but a few dragons from other flights have joined the cause.
The Hunger have also rejected secular elements of Plague's culture. They see the "survival of the fittest" outlook as needlessly cruel, and have taken in many dragons who were rejected by their own clans for their physical weaknesses.
His congregation coexists uneasily with the Earth clans they live alongside in exile. Dragonhome's denizens have long looked nervously at their border with the Scarred Wasteland, and they've been caught in the crossfire of the Plague-Nature conflict due to their close proximity to both flights' territories. Both sides are notorious for using magical bioweapons, which have a way of getting loose and harming ecosystems and populations they weren't meant to target. Because of this, they have no love for Plaguebringer, and consequently aren't bothered by "heresy" against her.
However, Earth dragons are intensely loyal to their own god, and are bothered by the Hunger's refusal to acknowledge the leadership of the gods as a whole. Ion also disagrees with their enthusiasm for exaltation - they believe it's necessary in order to fight the Shade, but he sees it as weakening the community as a whole.
