Shroud's agency is a bit unusual at first glance- a group of psychology and hypnotism specialists who claim that enthralling you is a way to help you through your problems. However, the dragons in the clan who have executive dysfunction issues are happy to pay for Shroud or one of his cohort to come over- sometimes going through the motions with help is what you need in order to eventually be able to do the task yourself.
