Tulsii was born into the upper echelons of society back when the monarchy still had a stronghold over the plague faction. His family was well respected because their line had produced a number of powerful witches, all of who had pledged loyalty to their reigning monarchs. Tulsii was still a hatchling when a coup took over the palace, but he still pledged his loyalty to the newest empress nonetheless. Because of his unique magic of divination, Tulsii main purpose in the palace is to inform the royal family of any phenomena which might affect them, whether positively or negatively.

Tulsii's premonitions became frighteningly real when he predicted the total annihilation of the royal line and a year later, a war erupted. While he can see flashes of the future and observe the life-route of specific dragons, he is unable to alter the course of events by himself. Still, his insight is invaluable to the monarchs and even after the passing of his wealthy family, he was accepted into the palace and given special protection.

He's very afraid of what the future holds -- all his cards show the signs of the war ending badly: the palace overrun, the royals slaughtered, and he taken prisoner.

He was so frightened of his findings he even thought about abandoning everyone and taking off for another faction before things got too bad. It was only until a dragon named Tsukii magically appeared into his life, that he felt any hope for the future. With Tsukii's promise to save him no matter the outcome of the war, Tulsii has felt secure enough to stay in the plague faction and try his best to help the remaining royals survive as the war worsens.

He has a special fondness for the hostage prince and princess who he has known since they were hatchlings. He had once harbored a crush on Prince Croquett but that died out pretty quickly.

He is very protective of the royal family as a whole and he sees Consort Makaovich as the snake he is, so he makes sure his dislike is known. Unfortunately, Makaovich has some sort of protection charm that makes it so Tulsii cannot determine anything of his future, but he doesn't need his divination cards to know that dragon is up to no good.
