Technically Arcturus is here for keeping list of teams and their gear (Originally that was Verisuomu's task, but he has enough on his plate), but that is not really why they are here. Arcturus is a scientist, and most of their work requires expensive materials, and they have slowly grown frustrated from repeatedly hitting the cap in their weekly requisition allowance. They found a way around this by swiping some materials they need from loot brought back from gathering and coliseum sessions before they get officially registered.
Verisuomu is aware of this, but he chooses to turn a blind eye for this, and just gives Arcturus extra tasks to pay for the missing items.

When you approach Arcturus, you notice that they seem to be lost in thought. Probably daydreaming. You clear your throat, and Arcturus flinches and turns head towards you.
"Ah! Are you here to get the list?"
Before you have time to open your mouth, Arcturus shoves a scroll in your hand, and hurries off. You inspect the scroll, and it seems to be a list of the lair's coliseum teams.
