Cooper is not fully formed yet, this is why he looks, for lack of a better term, gooey. Because it's still gooey, it cannot wear clothes. This is a fact that upsets the poor babe. It knows it cannot look like the other dragons without clothes, but each time it puts something on its body just absorbs the material.

He is an oozeling that came into sentience in Whisperwind. It's actually the result of leftovers from a series of experiments created by Kalani and a discarded egg. The dragon egg was transmuted into an oozeling. Though, Cooper finds he cannot alter himself like a normal oozeling, he can change his physical form by extending or flattening his mass.

When it first came into sentience it remained stationary in the discards chute in Concordia and it was only when that bin was removed for proper disposal did it leave. That was its first look at dragons and truthfully they terrified the poor thing. After that it roamed the streets, sticking to back alleys and hidden places watching the life that went on around it.

For the longest time, Cooper was mortified by the adults, but it had a strong desire to play and be with other cubs. This is the reason he joined a group of them one day while they were out at the park. Talos would discover him then and kept the cub from running off. He was brought back to the lair and studied, but thankfully the adults made the process fun and not scary. Once they discovered what he was they were able to care for him and they did. Cooper grew up and joined the ranks of the alchemists, though he is more level headed like Azen and prefers to go at his projects carefully. He specializes in creating life with his experiments and works with Numirah to sell his little creations.
