Biography
Along with Tango the wildclaw, Taco was acquired by the Pestilence as a vassal, to increase the clan's wealth through his offspring. Unlike Tango, however, he has not accepted his captivity graciously and thus spends most of his time chained to a large, heavy rock to prevent his escape.
Because he is an Imperial, he tries to approach the being-chained-to-a-rock situation philosophically, and spends most of his time lost in what he believes to be very deep thought. Perhaps the rock is a metaphor for struggle in the face of adversity, or maybe the rock represents emotional baggage. The rock could be a form of penance, and gives Taco a moral edge over other dragons who are not chained to rocks. Yes, that's it: dragons chained to rocks are superior to dragons not chained to rocks, because only dragons chained to rocks truly appreciate their wings.
(Nope. It's just a big rock.)
