If you're interested in this skin, it's a now-retired site skin that could be bought in the marketplace! I believe I bought this copy on the realm-wide Auction House in 2019 for about 850g.
If you're interested in getting a copy, I'm not currently interested in selling, but I wish you the best of luck! Some of the skins that were retired alongside it go for 3,500-15,000g on the realm-wide Auction House (as of Dec 2023), so that might give you an idea of what kind of prices you could expect.
