Druid/witch from a small clan of hooded coatls, in charge of clearing the old ruins of lingering spirits and curses.
Forta's task doesn't seem like it would be that important, but the Spires are an infamous haunt where many travelers and archaeologists have met their demise. Clearing out the main site took her and her clan many years and still reports come in each day.
Forta remained in the Spires after her clan had finished their work. It's her task to investigate paranormal activity in the city and banish whatever spectre is responsible. She was given an honorary seat in the council of rulers out of respect for her clan's labour, without which the restoration of the city wouldn't have been possible.
Forta doesn't involve herself in politics too much, but she'll use her position when she deems it necessary. She's a bit of a recluse and rarely joins the council meetings.
