Wail is a shade-born changeling, she hasn't taken the form of anyone. Wail is her true self and her job is to seek those who are.. easily replaceable. Dragons and hatchlings can be swapped with changelings, so their kind and Shade could take over Sornieth once more.

Shadows follow her wherever she goes, unnatural and dark shadows. Shadows that the children of Shadow can't wield to their will. She uses those to disappear into them, singing sweetly like a siren to attract the fodder to follow her. Deep into the darkness so their dear little changeling children can take their place. What happens to the original ones is unknown, but the Guild theorizes that they are reborn as changelings once they are taken.

One of the dragon's Wail helped to replace was called Empress, a strong sorcerer. They needed her body for something great, and so, one of them took her place in the Guild. The Guild that tries to stop them, but luckily for the changelings and other fiends... The Guild isn't fully aware of them.

And they are not aware that one of their own is a changeling spy.
