Nix prefers the silence and security of his work-in-progress icy fortress, only occasionally stepping out to view the frigid world he's forged his clan in. He feels that sameness is a blessing bestowed by the Icewarden to keep everyone just as secure as those unfortunate enough to be frozen in the snows and glaciers. Nix does not fear those who are different, in fact, he finds them fascinating. There could be absolutely nothing special about a dragon besides slightly off coloration, and he would strap them down and analyze every tooth, scale, feather, and tuft of fur on their body. He does almost everything himself, he despises laziness and distraction. He barely even pays attention to his wife, who isn't even the first! Rumor has it when a dragon arrived to claim Nix as her mate, he allowed her into the clan and then exalted her! Then he bought a new wife for himself. It's 100% true, Nix is a cold unloving creature who prides himself in perfection of normality.

Foreword
Ice: the all encompassing and frigid exposer of our mortality. One wrong choice, and you could end up in the frigid arms of death. That cold darkness lays bare that deep down we are all the same. Children of the Icewarden, I urge you, unite against the threat of those who contaminate this world of perfection. The Quarantine Zone is a place to contain these anomalies, and safely find the nature of their oddities. In this book, I will detail all my methods of unlocking the secrets of these anomalies, and making sure they don't infect the rest of Sornieth with their mutant filth.

Top floor=laboratories, offices, security checkpoints, storage
Second floor (going down)=Level 1 anomalies, security checkpoints

And so on and so forth going down ten floors. No one but Nix can access the tenth, so no one knows what’s down there. Also, the floors aren’t just flat, they’re made up of high-ceiling tunnels with doors on each side for containment cells. Zero threat anomalies are allowed to walk around in floor two, but only in floor two. There’s also a very large thick metal door that’s the only entrance and exit to the facility (that people know of). The cells get more heavy-duty and spread apart as you go down, and the security gets tighter as well. At the moment, there are only two cells in level nine, and absolutely NO ONE is allowed down there without Nix’s permission. No one is allowed to come into visibility or contact with Subject #28 and #38 (Thayn and Bayanar). Also as you go down, the cells get more specialized to accommodate the more dangerous anomalies.

I would suggest some Security outposts on lower levels, with phones and access to alarms. They could possibly sit in a panopticon that allows them to watch most/all the cells. (could be either on each level, or for all levels below 3. (dragons *can* fly after all... It could be useful if you just want to fly between layers.)

There also might be a security room, removed from the panopticon and in, say, level 1 or 2 with CC TV. That room might also have additional weapons in an armory.

There might also be emergency eye wash/decontamination stations on each level (or even outside each room) where you can neutralize poisons that get on researchers/surgeons/nurses from the subjects.
Oh, and probably a supply closet on each level, for the janitors.

There would maybe also need some air purification and water purification areas. Otherwise no one would be able to breathe underground. There should also be a sanitation/sewer thing.... Where does all the dragon dung go?

Throw in a heating and power area to keep the place warm and running. Back-up generators stored in a separate place would be pretty invaluable too!

Maybe a Bio Lab, to produce food? (places to grow plants and farm meat) And of course a kitchen behind the cafeteria.

If not that, food may have to be delivered. Other supplies may also have to be delivered (such as surgical masks, hypodermic needles, personal protective gear... etc) So it could be interesting to think about how this all gets delivered. Does the Quarantine Area open once a month to collect supplies? or is there some sort of "mail slot" perhaps?

Additionally, a communal shower area on low level subject areas... may make sense for guarded showers. On the subject levels, though, they would probably be locked up during non-use. Don't want anomalies turning into dust and flowing through the tubes into the water supply!

General officers are given the lower rarity foods, Head officers are given mid rarity foods, Division leaders are given the higher rarity foods.
There's actual a private circle that includes the facility founders who pioneered the Quarantine Area, they get whatever food they want, which is usually the highest quality stuff, and they make personal requests to the Executive chef.
The Circle includes:
Nix
Delictum
Ningo
Koa
Warhead
Kobe/Ebonlaric
Iridium

Warhead likes Plaguebringer's Delights (literally the one food item i can think of right now for some reason)
Iridium eats lower rarity foods because he's a humble boi
Nix likes the highest most rare foods
Ningo likes his food served still alive and kicking, but restrained
Kobe and Ebonlaric eat the same meal every time, they like sushi
Koa enjoys foods from any rarity, mostly salads
Delictum is restricted to the mid-rarity foods by his father.

Access level of 1-4 is lower, anything above 5 is eligible for gourmet meals, especially if you're the head of something, like Koa is the head of documentation and Parvus is the head of the Marine Biology department.

Most of the subjects get soylents, same with the Vafics.
Standard researchers, security, janitors, etc. get one to three star rarity foods
Higher level surgeons, researchers, and security (including specialty workers) get four to six star foods.
If you're a nurse, you get the same food that whichever surgeon or researcher you work with gets.
And on holidays all the staff get the same level of food, like the turkey dinners or something like that.

The idea that I’ve had is that advertisements are posted around Sornieth in various locations, there are emissaries and outposts where scientists and soldiers/mercenaries spread the word that any dragons with strange abilities have a home in the Icefields where they will be taken care of and made sure they won’t be able to harm others. It a clan complies and gives up the dragon, they’re transported to the facility. If they don’t, the facility people will try and find a way to catch the anomaly alone and off guard and then they’ll kidnap them. If the anomaly is a creature just out in the wild without a clan, they get kidnapped whether or not they actually want to go (personnel asks first and then grabs them [unless it’s a creature or monster that immediately tries to attack or doesn’t understand language]). The personnel get information from rumors, complaints, and reports from locals so they can track the wild anomalies down.
No information about the facility ever gets out, and personnel make sure not to overstep their boundaries and do their best not to draw too much attention to themselves. They also never reveal the location of the facility, sometimes mentioning it’s in the Southern Icefields if asked, but never beyond that. There was a mole at one point, but they were taken care of.
