One of the few possessions he had before his time behind the gate it has multiple cracks with age and reapers within the clan seem to always have an off feeling when near it. Phantasmal Halfmask
Even since he had first begun to speak, the little spiral had his strange magic the power of the contract; capable of making them out with others from dragons to beastclan in either a written or verbal form (if a verbal contract was created a physical copy of this contract will appear and when an agreement is reached both names will appear on the contract). Arbiter quickly learned that words had power and quickly learned to be cautious with his words: he knew how it can easily sound like one thing but mean something else. As the spiral was unable to break a contract, or any of its terms, once it had been created (either through magic or by choice) those whom were involved also would be unable to break them.

His clan, although nervous around the spiral, had known the spiral would not misuse his powers and so tolerated his presence… that was until the mask arrived… When the spiral had one day returned to his clan wearing a white mask. Those around him began to act strangely, sensing a new darkness from Arbiter, and he too seemed to grow more ill-tempered with his clan. Arbiter had started hearing voices, voices that told him to do dark things and as he grew more ill-tempered the more the voices seemed to win and the more his own clan began to fear him and mistreat the spiral. At first tried to re-earn his clan’s trust he tried to regain what had been and even tried to ignore the voices, but it never worked and after years of enduring this torment he turned into what others feared him to be a monster accepting the influence the voices had over him and he left his homeland. As time passed, he would eventually run in with the dark group whom took the spiral in fascinated by his powers and abilities as a strategist. After though the group was defeated by the reapers and their leader during the “War of the Reapers” he was among those captured and imprisoned behind the gate by the Reapers. When the war had begun anew with the opening of the gate he was among the very few whom had been freed and rejoined the group just as dark as he was before they relied on his strategies as well as his technology they formed and things seemed to go as they had before… that was until the little Fae, Darwin, was brought in by the pack as his new assistant.

When everyone before had treated Arbiter as a monster, Darwin saw him as a sadly misunderstood Spiral whom needed a friend. Despite being a prisoner to these dark dragons, Darwin’s unusual good heart immediately tried to make a friend out of the cruel spiral. For some time, the spiral only tolerated the Fae as he was necessary for his inventions and his unusual ability to work with Arbiter. This tolerance though began developing into something else not even the spiral understood. As Darwin was able to reach the part of him that had not been tainted by the dark entities the part of him that was still a dragon. Arbiter did not understand just how far this bond had developed that was until one day when another member of the dark group sent by their leader to dispose of the Fae had suddenly attacked. The part that had been touched by Darwin suddenly grew
and took over at the sight of seeing little Darwin harmed. As he lunged forward defending the little Fae from his attackers. In that moment he seemed to have realized how important Darwin was the little Fae had wormed his way into his blackened heart becoming like that annoying little brother and he would not let anyone harm him come to him. Realizing they’d only continue trying to dispose of what he knew they saw as a threat (and indeed he was) to Arbiter’s loyalty he ran away carrying the injured Fae with him to the surrounding wilderness.

Arbiter journey to the only place he knew Darwin would be safe and he didn’t care of his life thinking he’d forever be haunted by the voices that he had heard since his childhood, but he knew Darwin would have a chance. His journey took him into enemy territory that of Moon Haven the one place he knew his former allies could not get to his precious Darwin. Always followed by his allies whom attacked the Spiral to get to the little Fae he so desperately wanted to protect he had managed to get into the Tangled Woods. As he entered the bramble thorns that made up the area a new voice had entered his mind that seemed to have chased away the other voices and lead him through the maze like forest and right to a large shadow dragon coated in armor and a group of scouts on patrol. At firs the other dragons were angry and appeared ready to attack their enemy. That was until a strange mist was seen appearing around Arbiter and showed an “M” this seemed to signal the group and they at once accepted him among them defending him from his pursuers. After having defended him they took the spiral to their home where both were tended to by the clan’s healers.

Arbiter latter learned this blue mist and the “M” was a sign from the guardian of this area and this symbolled that he was accepted and protected, and he also would finally get a name to his rescuer it was “Mirage”. This though would not be the first time he would sense the strange being whenever Arbiter felt himself slipping back into the awaiting darkness that always prey upon him. Or the voices would begin to plague him the blue mist would appear and the voice that had led him to Moon Haven would come and protect him chasing away the darkness.

Many dragons mistrusted Arbiter but this fear he was used to but little Darwin stayed with him despite being free the little Fae wanted to be with him. Together the two started to work on experiments this time for the good guys they created braces for some of the clan members as their contribution to the clan and this began slowly gaining some trust. Arbiter soon found his sanctuary a place where he was accepted, and it seemed to help the former insane scientist to find his balance. In this he created sanctuary a place where others could work on their crafts and a beacon to those outcast out there who much like himself just need a chance. As this grew he would also gain another helper in the form of the Baron who would help with Sanctuary’s guest and much like Darwin did he would also try to help the spiral keep his balance. Baron was not Arbiter’s only other guest that would often visit him in Sanctuary as the spiral Anchor visited him to play a game of chess or just for a talk. As well as the the night guard whose very presence always seems to help ease Arbiter and allow for the spiral to rest peacefully.

What would I get if I took Rumpelstiltskin's deal making powers from fairy tales, Lelouch's love for chess and keen strategic mind from Code Geass, the creepy demonic influence of a mask similar to Majora's Mask from Legend of Zelda, and rolled it all into a Phantom of the Opera Aesthetic? You answered that for me by introducing me to Arbiter. It's ok if you don't know the references, that isn't the important part. The important part is that I found traits in Arbiter that I could associate to.

I like the progression of Arbiter's story arc. I would classify it as a positive character arc because he starts out in a bad place but slowly transitions into a better dragon by the end. He has to endure the distrust of others, endure the malicious intent of the voices from the mask, and despite it all he finds a hint of decency when he discovers that he can't live without his little buddy's company.

You grasp the importance of the choice, the moment where the character is struck by an epiphany that may change his outlook and demeanor. It forces him to examine himself and decide whether he can live with himself as he is or change. This is the moment where a character arc will be defined as a positive arc or negative arc moving forward.

Arbiter's story is strong. If it weren't, you wouldn't evoke such a passionate comment from the user crowworm. You should be proud of yourself to inspire such an invested and passionate response from someone. That is what we all strive for as authors. We want our audience to be invested in the story and take interest. Normally I would suggest trying to incorporate more active language, such as dialogue, to pull the reader in but I feel like the passive language does the job very well. We are after all looking at a character that is meant to be somewhat of an enigma despite everything. So keeping the reader out a little is a good move to keep that.

There are some minor grammar errors, but most of them are stylistic in nature. There isn't anything that a little proofreading won't fix.

Overall I would say well done. You have a strong piece of lore. Thank you for introducing me to Arbiter.
