An elected official; one of the highest-ranking judges in the Hewn Republic, though there should probably be more than one dragon in that position bc Checks And Balances or whatever
in a Secret Relationship w/ Jupiter of the Snowsquall Hearth bc dramas
Knows the letter of the law and studies it in as much depth as he can. When he isn't sleeping or conducting official business, he's trying to understand the law from as many perspectives as possible. He is an expert in his field.
He is opposed to the [Empire]'s entire existence.
He only wears the Daybreak Decorations, symbols of his Exalted status, when on official business; otherwise, he doesn't bother.

Jupiter and Tobiah rarely see one another face-to-face, but they regularly exchange letters, and will sneak away to see one another if the opportunity arises. Unfortunately, Tobiah's position in the Hewn Republic is endangered by their relationship, so they are forced to hide it. Tobiah is plagued with guilt over it, but Jupiter always talks him in to letting it be for just a little longer.

The Exalted Judges don't wear uniforms, but they prefer to uphold a certain sort of decorum as part of their duties; after all, if one doesn't appear respectable, how can they be trusted to make decisions for an entire nation? As symbols of their status, Exalted Judges wear Daybreak Decorations: handmade jewelry that can easily be worn with any outfit. It's an expensive symbol of office.

In his free time, Tobiah forgoes the traditional raiment and jewelry that most judges choose to wear; he has a very distinctive sense of fashion, and prefers a different breed of opulence in his attire. However, when on official business, he does wear the more classic garb expected of him, including the Daybreak Decorations.
