Victor is originally from the floating city of Cloudsong, but has elected to come down to earth and live with the Cirocco clan.

While he finds that the Zephyr steppes are not nearly as lively as Cloudsong, his resourcefulness and bright outlook on the world means that he's likely to come up with solutions to problems that the clan has, making him a valuable asset. Victor loves making anything that can fly or glide, but his forte is kites.

Kites are valuable all across the Windswept plateau for a number of reasons; entertainment, as flight aids for disabled or ill dragons, cargo delivery, beacons, harnessing electricity, weather forecasting, and even reconnaissance and quiet passage through hostile territory.
Therefore, Victor's skills are vital to not just his clan, but many others in the Windsinger's domain.

While Victor has considered a life with Coraeal, the clan's highest ranking female skydancer, he's happily mated to Leiora, the fierce and calculating duchess. Astounding as it sounds, he says she's quite gentle and sweet towards him.
His friends include Kafziel, the folk artisan, and Jet, Leiora's younger brother, who he has engineered steam powered wings for.
