Sithis is the clan's head teacher, or as some may see it - the clan's head brainwasher. Any hatchlings born into the clan are sent to Sithis for education. He will instill certain values and ideas into their fragile little minds that they are meant to bring along with them should they wish to leave the clan when they are older. He will also educate them about exaltation and the virtues of it, should they wish to take that path instead.

Sithis also judges whether the hatchlings under his care are malleable enough to be of use to the clan - whether they stay or not - or if they are too rebellious and should simply be sacrificed to the Plaguebringer or used for other purposes. He doesn't personally oversee what happens to the hatchlings after such things have been determined, though: no, that is a job for Izanami and Izanagi.
