Looks are truly deceiving. Despite his appearance and charismatic personality, Jubileus is not a dragon you'd normally want to get involved with.
Founder of [ Break of Dawn ] mercenary guild, he harbors skewed beliefs on good and evil. To put it simply, they are disgustingly black and white. He lacks empathy and understanding, and has little interest to pity those who are accused - even if falsely. His range of emotion is quite stunted, as he does not experience strong feelings towards anything. Indifferent and always smiling, his polite kindness is nothing more than a lure for the foolish.

It's quite ironic that his mercenaries are known as Dawnbreakers; the natural enemies of evil. Jubileus himself is a Soul Siphon - inheritor of a vampiric curse that hungers for blood and lifeforce of others. In his own delusions, this ability to extract another's soul was precisely what led him down the path of false divinity. Granted he only preys on sinners who violate the law, yet the matter of the fact stays.
His Dawnbreakers are not siphons themselves - no one actually knows that their leader is one. Siphons are but a variant of vampires, and the ranks of dawnbreakers do include vampire hunters.

To be entirely fair even Jubileus himself doesn't believe in his condition being vampirism. Inherited throughout a lineage of false prophets, he strongly believes that his legacy is that of the divine. As such, he strongly hates all creatures undead, vampires included. Only creatures with a soul have a right to live, and disrespect of this divine blessing is to be punished by separation of mortal body and its soul. In the case of the undead, it is immediate extermination.
Unlike vampires, siphons aren't undead themselves. To become one you have to be born as one.
