Ampere's circuitry makes his body extremely hot. His feet melt ice on contact, which is what made him stand out to the hatchling gathering party. Despite being unable to be around most dragons that can't take his intense heat, Ampere is a rather jolly and fun loving dragon, and rarely takes things seriously.
