"Peregrine sticks out in their clan about as much as a wolf among sheep. Or maybe a needle in a wool stack.
They clearly must have been born somewhere in the Icefields, but their demeanor suggests they'd also be right at home with the Stormcatcher and his kin. They're abrasive, loud, and don't stand for nonsense. Thus, they make for a good second-in-command. Leadership requires more personable skills that they aren't interested in learning, and their and Hemlock's respective approaches round each other out nicely.
Unlike Hemlock, they're less quick to divulge information about their past. Luckily, their commandant was easily convinced into sharing the story of how they met. Peregrine was fleeing through the mountains in the eastern Icefield, and happened to pass Hemlock on their way. He surmised from the broken shackles around their feet that they were an escapee, and was able to stop them in their tracks. Though at the time he had no stake in matters at the Fortress, (he only assumed the strange dragon might be dangerous,) this was, apparently, the incident that made him a topic of interest up there.
While what Peregrine did to end up at the Fortress remains a mystery, it can't have had anything to do with the shade. Hemlock didn't make it a point to find out. Instead, it seems he must have convinced the dragons on Peregrine's case to let them go. The two had struck up a strange friendship and mutual respect after their first altercation, and after Hemlock's reassignment, Peregrine followed loyally behind him, with no trouble at all from the Icewarden or the Fortress dragons. They've remained here with the clan ever since. At the very least, If the Gaolers are after them, they haven't shown up yet."
