Neither, is Nor's current closest... companion? Not quite mates but closer than friends. He doesn't speak and has trouble understanding speech, but can understand dragons and beasts intent and emotions very well. This allowed him to make them a small safe haven from the war of the beast clans in a toxic mangrove forest, and even to start trade with the surrounding beast clans. He and Nor were the first to settle there, and over time many dragons who didn't have a home, who couldn't, wouldn't or were simply tired of the fights between groups, who were hiding, who were simply scientifically interested in the area would join them.
